Behind their deliberately ambiguous masks, each member of the council wears his own distinct expression. The politics of human interaction never reveals the enigma, or it's essence, and yet the robed secrets of each individual influences the collective movement towards an inevitable outcome, so that each man's hidden motives, every fear concealed, and all deeply held desires, shall eventually be counted in the vote that governs what is to be, and what is not.
