The Council's Decision

Behind their deliberately ambiguous masks, each member of the council wears his own distinct expression. The politics of human interaction never reveal anything of the enigma, or of it's essence, and yet the robed secrets of the individual drive the ever shifting collective towards it's inevitable outcome, so that each man's hidden motives, every fear concealed, and all deeply held desires, shall eventually be counted in the vote that governs what is to be, and what is not.
